How do the Iranian Financial Sanctions Regulations (IFSR) define the term “knowingly”?

The term [“knowingly”](https://www.ecfr.gov/cgi-bin/text-idx?SID=f001609e54e2c4adcbab5dafe63ba4a7&mc=true&node=se31.3.561_1314&rgn=div8) as used in the [IFSR](https://www.ecfr.gov/cgi-bin/text-idx?SID=9874a1de71122f946a56d27417c6c372&tpl=/ecfrbrowse/Title31/31cfr561_main_02.tpl) means that a person has actual knowledge or should have known of specific conduct, a circumstance, or a result. In other words, the IFSR could be implicated if the Treasury Department finds that a [foreign financial institution](https://www.ecfr.gov/cgi-bin/text-idx?SID=f001609e54e2c4adcbab5dafe63ba4a7&mc=true&node=se31.3.561_1308&rgn=div8) knew or should have known that it engaged in one or more of the sanctionable activities.
