How is an identification or listing under Executive Order 13608 different from a designation?
OFAC's answer
Like a designation, a U.S. person is prohibited, unless authorized by OFAC or if the underlying transaction is exempt from regulation under the [International Emergency Economic Powers Act](https://ofac.treasury.gov/media/6386/download?inline) , from dealing with an identified or listed person. Unlike a blocking designation, the property and the interests in property of a person listed under [Executive Order 13608](https://ofac.treasury.gov/media/5926/download?inline) are not blocked.
