Who can apply for a specific license if an export or reexport to Iran is not authorized by general license?

OFAC's answer

If an export or reexport is not authorized by general license, any U.S. person, or non-U.S. person exporting items subject to Commerce's [Export Administration Regulations](https://www.ecfr.gov/cgi-bin/text-idx?SID=7d3b68a397d025734d702b5a0c048bb0&mc=true&tpl=/ecfrbrowse/Title15/15CVIIsubchapC.tpl) (EAR); and designated as EAR99, wherever located, or U.S.-owned or -controlled foreign entity may apply for a specific license. For example, a U.S.-owned or -controlled foreign entity may apply for a specific license for the export or reexport to Iran of agricultural commodities excluded from the scope of the agricultural commodities general license, such as live animals.
