Summary
Authorizes all transactions prohibited by part 516 that are ordinarily incident and necessary to non-commercial activities by a nongovernmental organization designed to directly benefit the civilian population in these categories: humanitarian projects to meet basic human needs; democracy building; education; non-commercial development projects directly benefiting civilians; environmental and natural resource protection; and disarmament, demobilization, and reintegration (DDR) programs and peacebuilding, conflict prevention, and conflict resolution programs.
Conditions
The nongovernmental organization must not itself be a person blocked under part 516. The section does not authorize funds transfers initiated or processed with knowledge or reason to know that the intended beneficiary is a person blocked under part 516, other than to pay taxes, fees, or import duties, or to purchase or receive permits, licenses, or public utility services. Other activities designed to directly benefit the civilian population, including support for the removal of landmines and economic development projects, require a specific license. The section does not relieve any person from complying with other applicable laws or regulations.
