Summary

General License No. 17 authorizes all transactions and activities involving the Taliban, the Haqqani Network, or entities in which they hold a 50 percent or greater interest that would otherwise be prohibited under the GTSR, FTOSR, or E.O. 13224, provided those transactions are for the conduct of official U.S. Government business. The authorization extends to employees, grantees, and contractors of the U.S. Government. Certain financial transactions, such as most financial transfers to blocked persons and debits to their accounts at U.S. financial institutions, remain prohibited.

Authorized activities

• All transactions and activities involving the Taliban or the Haqqani Network (or entities 50%+ owned by them) that are prohibited by the GTSR, FTOSR, or E.O. 13224, as amended, conducted for official U.S. Government business by employees, grantees, or contractors of the U.S. Government
• Financial transfers to blocked persons for the purpose of effecting the payment of taxes, fees, or import duties
• Financial transfers to blocked persons for the purchase or receipt of permits, licenses, or public utility services

Conditions

The license does not authorize: (1) financial transfers to any blocked person described in paragraph (a), except for payment of taxes, fees, import duties, or purchase/receipt of permits, licenses, or public utility services; (2) any debit to an account on the books of a U.S. financial institution of any blocked person described in paragraph (a); or (3) any transactions or activities otherwise prohibited by the GTSR, FTOSR, any other part of 31 CFR chapter V, or E.O. 13224, as amended.
