Summary

General License No. 5, issued by OFAC on April 12, 2006, authorizes all transactions and activities with the Palestinian Authority that would otherwise be prohibited under 31 C.F.R. parts 594, 595, or 597 (Global Terrorism, Terrorism, and Foreign Terrorist Organizations Sanctions Regulations). The authorization is limited to transactions necessary to conclude ongoing contracts or programs with the Palestinian Authority. It expires on May 12, 2006.

Authorized activities

• All transactions with the Palestinian Authority necessary to conclude ongoing contracts
• All activities with the Palestinian Authority necessary to conclude ongoing programs

Conditions

Transactions must be necessary to conclude ongoing contracts or programs with the Palestinian Authority. No payment pursuant to this license may involve a debit to an account of the Palestinian Authority on the books of a U.S. financial institution, or to any account blocked pursuant to 31 C.F.R. parts 594, 595, or 597.
