Summary

This General License authorizes U.S.-person nongovernmental organizations to provide in-kind donations of medicine, medical devices, and medical services to the Palestinian Authority Ministry of Health. Donations must be strictly for distribution in the West Bank or Gaza and not intended for resale. Payments under this license may not involve a debit to a Palestinian Authority account at a U.S. financial institution or any account blocked under 31 C.F.R. parts 594, 595, or 597. NGOs wishing to provide Commerce Control List items must instead apply for a specific license from OFAC.

Authorized activities

• Provision of in-kind donations of medicine to the Palestinian Authority Ministry of Health for distribution in the West Bank or Gaza
• Provision of in-kind donations of medical devices (as defined under 21 U.S.C. 321, including medical supplies, excluding Commerce Control List items) to the Palestinian Authority Ministry of Health for distribution in the West Bank or Gaza
• Provision of in-kind donations of medical services to the Palestinian Authority Ministry of Health for distribution in the West Bank or Gaza

Conditions

Donations must be strictly for distribution in the West Bank or Gaza and not intended for resale. No payment may involve a debit to an account of the Palestinian Authority on the books of a U.S. financial institution or to any account blocked pursuant to 31 C.F.R. parts 594, 595, or 597. Medical devices do not include items listed on the Commerce Control List (15 C.F.R. part 774, supplement no. 1); NGOs seeking to provide such listed items must apply for a specific OFAC license.
