Summary

General License No. 8A authorizes certain transactions and activities involving the Central Bank of Iran (CBI), the National Iranian Oil Company (NIOC), or any entity in which NIOC owns a 50 percent or greater interest, that are otherwise prohibited under the Global Terrorism Sanctions Regulations (GTSR) or the Iranian Transactions and Sanctions Regulations (ITSR). The license covers humanitarian trade transactions described in ITSR sections 560.530(a) and (b), 560.532, and 560.533, as well as incidental and necessary activities and transactions authorized under specific licenses issued pursuant to those sections. It replaces and supersedes General License No. 8 dated February 27, 2020, effective October 26, 2020.

Authorized activities

• Transactions and activities described in ITSR section 560.530(a) and (b) involving CBI, NIOC, or NIOC majority-owned entities
• Transactions and activities described in ITSR section 560.532 involving CBI, NIOC, or NIOC majority-owned entities
• Transactions and activities described in ITSR section 560.533 involving CBI, NIOC, or NIOC majority-owned entities
• Transactions and activities ordinarily incident and necessary to the above that are authorized under ITSR section 560.516 or consistent with ITSR section 560.405
• Transactions and activities authorized under any specific license issued pursuant to ITSR sections 560.530, 560.532, or 560.533

Conditions

The license does not authorize: (1) the exportation or reexportation of goods set forth in 560.530(a)(1)(ii) of the ITSR to the CBI, NIOC, or any NIOC-majority-owned entity as described in section 560.530(a)(1); or (2) any transactions or activities otherwise prohibited by the ITSR, the GTSR, Executive Order 13224 (as amended by Executive Order 13886), or any other part of 31 C.F.R. chapter V. Any transactions still prohibited by the ITSR notwithstanding this general license must be separately licensed pursuant to the ITSR.
