Summary

This general license authorizes transactions otherwise prohibited by the Cyber-Related Sanctions Regulations (31 CFR part 578), the Weapons of Mass Destruction Proliferators Sanctions Regulations (31 CFR part 544), or Executive Order 14078, when those transactions involve the Federal Security Service (FSB) and are ordinarily incident and necessary to: obtaining FSB licenses/permits for IT products in Russia (subject to fee and export authorization limits), complying with FSB law enforcement or administrative actions or investigations, or complying with FSB-administered rules and regulations. The license does not authorize transfers of blocked property or transactions with other blocked persons.

Authorized activities

• Requesting, receiving, utilizing, paying for, or dealing in licenses, permits, certifications, or notifications issued or registered by the FSB for the importation, distribution, or use of information technology products in the Russian Federation
• Complying with law enforcement or administrative actions or investigations involving the Federal Security Service
• Complying with rules and regulations administered by the Federal Security Service

Conditions

Transactions under paragraph (a)(1) require that: (i) any exportation, reexportation, or provision of goods or technology subject to the Export Administration Regulations (15 CFR parts 730–774) must be licensed or otherwise authorized by the Department of Commerce; and (ii) fees paid to the FSB for licenses, permits, certifications, or notifications must not exceed $5,000 in any calendar year. The license does not authorize the transfer of any blocked property or debiting of any blocked account, nor any transactions with blocked persons other than the FSB. Exportation, reexportation, sale, or supply of goods, services, or technology to the DNR/LNR regions of Ukraine or the Crimea region of Ukraine remains prohibited.
