Summary
North Korea General License 3 was issued by OFAC on March 16, 2016, as one of nine general licenses (GLs 1 through 9) posted with E.O. 13722, and reissued on March 24, 2016 with a technical change to the date the President signed the order. It authorized certain blocked account-related transactions. OFAC replaced and superseded it in its entirety with General License 3-A, posted on September 21, 2017. On March 5, 2018, OFAC incorporated the North Korea general licenses then posted only on its website into the North Korea Sanctions Regulations and removed them from the website, because they were replaced and superseded in their entirety by the Regulations (83 FR 9182). General License 3-A is now 31 CFR 510.505, "Entries in certain accounts for normal service charges".
