Summary
North Korea General License 4 was issued by OFAC on March 16, 2016, as one of nine general licenses (GLs 1 through 9) posted with E.O. 13722, and reissued on March 24, 2016 with a technical change to the date the President signed the order. It concerned personal remittances. On March 5, 2018, OFAC incorporated the North Korea general licenses then posted only on its website into the North Korea Sanctions Regulations and removed them from the website, because they were replaced and superseded in their entirety by the Regulations (83 FR 9182). It is now 31 CFR 510.511, "Noncommercial, personal remittances", which includes a cap on such remittances of $5,000 per year.
