Summary

General License No. 104B authorizes all transactions ordinarily incident and necessary to the importation and entry into the United States (including into foreign trade zones) of certain non-Russian-origin non-industrial diamonds that are otherwise prohibited under E.O. 14068. The authorization applies to non-industrial diamonds of 1.0 carat or greater that were outside Russia before March 1, 2024, and non-industrial diamonds of 0.5 carats or greater that were outside Russia before September 1, 2024. The license is valid through 12:01 a.m. eastern daylight time, September 1, 2027, and replaces and supersedes General License No. 104A.

Authorized activities

• Importation and entry into the United States of non-industrial diamonds (1.0 carat or greater) physically located outside Russia before March 1, 2024 and not exported/re-exported from Russia since that date
• Importation and entry into the United States of non-industrial diamonds (0.5 carats or greater) physically located outside Russia before September 1, 2024 and not exported/re-exported from Russia since that date
• Importation for admission into a foreign trade zone located in the United States for the above diamond categories

Conditions

The license does not authorize any transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations, 31 CFR part 587 (RuHSR), including transactions involving any person blocked pursuant to the RuHSR, unless separately authorized. Additionally, diamonds of Russian Federation origin remain prohibited under section 1(a)(i)(A) of E.O. 14068, and the license does not relieve any person from compliance with other Federal laws or requirements of other Federal agencies.
