Summary

General License 115D authorizes all transactions otherwise prohibited by Executive Order 14024 involving specified Russian financial institutions and the Central Bank of the Russian Federation, provided those transactions are related to civil nuclear energy. The authorization applies through 12:01 a.m. eastern standard time, December 18, 2026. For purposes of this license, 'related to civil nuclear energy' is limited to transactions undertaken solely to maintain or support civil nuclear projects initiated before November 21, 2024. This license replaces and supersedes General License No. 115C, dated December 17, 2025.

• Transactions related to civil nuclear energy involving Public Joint Stock Company Rosbank
• Transactions related to civil nuclear energy involving Bank Zenit Public Joint Stock Company
• Transactions related to civil nuclear energy involving Bank Saint-Petersburg Public Joint Stock Company
• Transactions related to civil nuclear energy involving National Clearing Center (NCC)

Conditions

Transactions must be solely to maintain or support civil nuclear projects initiated before November 21, 2024. The license does not authorize: (1) opening or maintaining correspondent or payable-through accounts for entities subject to Directive 2 under E.O. 14024; (2) any debit to an account on the books of a U.S. financial institution of the Central Bank of the Russian Federation, the National Wealth Fund of the Russian Federation, or the Ministry of Finance; or (3) any transactions otherwise prohibited by the RuHSR involving blocked persons other than those listed in paragraph (a), unless separately authorized.
