Summary

General License No. 12 authorizes transactions otherwise prohibited by the International Criminal Court-Related Sanctions Regulations (ICCSR), 31 CFR part 528, that are ordinarily incident and necessary to wind down transactions involving Abdoulaye Seye, Tomoko Akane, or entities in which they hold a 50 percent or greater interest. The authorization is time-limited and requires that any payment to a blocked person be deposited into a blocked interest-bearing account in the United States. Transactions involving any other person blocked under the ICCSR are not covered unless separately authorized.

Authorized activities

• Wind down of transactions involving Abdoulaye Seye
• Wind down of transactions involving Tomoko Akane
• Wind down of transactions involving any entity 50% or more owned directly or indirectly by Abdoulaye Seye and/or Tomoko Akane
• Payment to a blocked person into a blocked interest-bearing account located in the United States incident to wind-down

Conditions

Any payment to a blocked person must be made into a blocked interest-bearing account located in the United States, in accordance with the ICCSR. The license does not authorize transactions involving any person blocked pursuant to the ICCSR other than the blocked persons described in paragraph (a), unless separately authorized.
