Summary

General License No. 129A authorizes all transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations (31 CFR part 587) that involve Rosneft Deutschland GmbH (RN Germany) or RN Refining & Marketing GmbH (RN Refining & Marketing), including any entity in which either holds a 50 percent or greater interest. It supersedes and replaces General License No. 129 dated October 29, 2025, effective March 5, 2026. The authorization does not extend to other blocked persons under the RuHSR, including other blocked affiliates of Rosneft Oil Company.

Authorized activities

• All transactions involving Rosneft Deutschland GmbH (RN Germany)
• All transactions involving RN Refining & Marketing GmbH (RN Refining & Marketing)
• All transactions involving any entity in which RN Germany owns, directly or indirectly, individually or in the aggregate, a 50 percent or greater interest
• All transactions involving any entity in which RN Refining & Marketing owns, directly or indirectly, individually or in the aggregate, a 50 percent or greater interest

Conditions

The license does not authorize transactions involving any person blocked pursuant to the RuHSR other than RN Germany, RN Refining & Marketing, and entities in which they own 50 percent or greater interest. Transactions involving other blocked affiliates of Rosneft Oil Company remain prohibited unless separately authorized.
