GL-130A

Summary

General License No. 130A authorizes all transactions otherwise prohibited by Executive Order 14024 involving four specific Lukoil entities in Bulgaria and any entity 50 percent or more owned by those entities. The authorization is time-limited and replaces and supersedes the prior General License No. 130 dated November 14, 2025. It does not extend to other blocked affiliates of Public Joint-Stock Company Oil Company Lukoil beyond those explicitly named.

Authorized activities

• All transactions prohibited by E.O. 14024 involving Lukoil Neftohim Burgas JSC
• All transactions prohibited by E.O. 14024 involving Lukoil Bulgaria EOOD
• All transactions prohibited by E.O. 14024 involving Lukoil Aviation Bulgaria EOOD
• All transactions prohibited by E.O. 14024 involving Lukoil Bulgaria Bunker EOOD
• All transactions prohibited by E.O. 14024 involving any entity 50 percent or more owned (directly or indirectly) by one or more of the above entities

Conditions

The license does not authorize transactions involving any person blocked under the Russian Harmful Foreign Activities Sanctions Regulations (31 CFR part 587) other than the four named Lukoil Bulgaria entities and their 50-percent-or-more-owned subsidiaries. Any other blocked affiliates of Public Joint-Stock Company Oil Company Lukoil remain prohibited unless separately authorized.
