Summary

General License No. 131H authorizes transactions prohibited by E.O. 14024 that are ordinarily incident and necessary to negotiating and entering into contingent contracts with Lukoil or its affiliates for the sale, disposition, or transfer of Lukoil International GmbH (LIG) and LIG Entities. It also authorizes transactions necessary to the maintenance or wind down of operations, contracts, or other agreements of LIG Entities. Blocked accounts of LIG Entities may be used, debited, or credited for authorized maintenance/wind-down transactions. The license is valid through 12:01 a.m. eastern daylight time, August 22, 2026.

Authorized activities

• Negotiation of and entry into contingent contracts with Lukoil or its affiliates for the sale, disposition, or transfer of LIG or LIG Entities
• Maintenance or wind down of operations, contracts, or other agreements of LIG Entities
• Use, debit, or credit of blocked accounts of LIG Entities for authorized maintenance/wind-down transactions

Conditions

Any contract negotiated or entered into under paragraph (a) must be made expressly contingent upon receipt of separate authorization from OFAC before performance. The license does not authorize: unblocking of blocked property (except as provided in paragraph (c)); transactions involving persons blocked under the RuHSR other than those described in paragraph (a), unless separately authorized; or transfer of funds to any person or account in the Russian Federation.
