Conditions

Contract performance under any negotiated/entered contingent contract must be made expressly contingent upon receipt of separate OFAC authorization. The license does not authorize: (1) the unblocking of any property blocked under 31 CFR chapter V (except as allowed in paragraph (c)); (2) any transactions otherwise prohibited by the RuHSR, including those involving persons blocked under the RuHSR other than those described in paragraph (a), unless separately authorized; or (3) the transfer of funds to any person or account located in the Russian Federation.
