Summary
General License 134C authorizes all transactions ordinarily incident and necessary to the sale, delivery, or offloading of crude oil or petroleum products of Russian Federation origin that were loaded on any vessel (including blocked vessels) on or before 12:01 a.m. EDT April 17, 2026. The authorization covers transactions that would otherwise be prohibited under the listed Russian, Iranian, WMD proliferator, and global terrorism sanctions authorities. The license is effective May 18, 2026 and expires June 17, 2026, replacing and superseding General License 134B in its entirety.

- Sale of Russian Federation-origin crude oil or petroleum products loaded on vessels on or before April 17, 2026
- Delivery of Russian Federation-origin crude oil or petroleum products loaded on vessels on or before April 17, 2026
- Offloading of Russian Federation-origin crude oil or petroleum products loaded on vessels on or before April 17, 2026
- Safe docking and anchoring of vessels carrying such crude oil or petroleum products
- Preservation of the health or safety of the crew of any such vessel
- Emergency repairs relating to any such vessel
- Environmental mitigation or protection activities relating to any such vessel
- Vessel management services
- Crewing services
- Bunkering services
- Piloting services
- Registration services
- Flagging services
- Insurance services
- Classification services
- Salvage services
Conditions
Does not authorize any transaction involving a person located in or organized under the laws of Iran, North Korea, Cuba, the Covered Regions of Ukraine (as defined by E.O. 14065), or the Crimea Region of Ukraine (as defined by E.O. 13685), or any entity owned, controlled by, or in a joint venture with such persons. Also does not authorize transactions prohibited by any Executive order or 31 CFR chapter V provision not referenced in the license, including transactions involving Iran, the Government of Iran, or Iranian-origin goods or services prohibited under 31 CFR part 560, except as authorized by paragraph (a).
