Summary

General License No. 22 authorizes the provision of goods or services in the United States to Venezuela's mission to the United Nations and payment for such goods or services, provided the goods or services are for official mission business or personal use of staff members and are not for resale. It also authorizes the provision of goods or services to individual staff members of the mission for their personal use. The license does not authorize transfers of property to the Government of Venezuela broadly, real property transactions, debits to blocked accounts, or transactions prohibited by other applicable executive orders or C.F.R. provisions.

Authorized activities

• Provision of goods or services in the United States to Venezuela's mission to the United Nations for the conduct of official mission business
• Provision of goods or services in the United States to Venezuela's mission to the United Nations for personal use of staff members of the mission, their families, or persons forming part of their household (not for resale)
• Payment for such goods or services to Venezuela's mission to the United Nations
• Provision of goods or services in the United States to staff members of Venezuela's mission to the United Nations for their personal use
• Payment for goods or services provided to staff members of Venezuela's mission to the United Nations

Conditions

Goods or services to the mission must be for official business or personal use of staff/families and not for resale; transactions must not involve the purchase, sale, financing, or refinancing of real property; transactions must not otherwise be prohibited by law. The license does not authorize any transfer of property to the Government of Venezuela or other blocked persons (other than Venezuela's UN mission in the United States), any transactions prohibited by 31 C.F.R. chapter V other than part 591, any debit to a blocked account of the Government of Venezuela on the books of a U.S. financial institution, or any transaction otherwise prohibited by the relevant executive orders. U.S. financial institutions must obtain specific licenses to operate accounts for, or extend credit to, the mission.
