Summary

General License No. 22 authorizes the provision of goods or services in the United States to Venezuela's mission to the United Nations and to its staff members, along with payment for such goods or services. Authorized transactions must be for official mission business or personal use of staff, their families, or household members, and not for resale. The license does not authorize real property transactions, transfers of property to the broader Government of Venezuela, debits to blocked accounts, or transactions prohibited by other applicable Executive Orders or regulations.

Authorized activities

• Provision of goods or services in the United States to Venezuela's mission to the United Nations for official mission business
• Provision of goods or services in the United States to Venezuela's mission to the United Nations for personal use of staff members, their families, or household members (not for resale)
• Payment for goods or services provided to Venezuela's mission to the United Nations
• Provision of goods or services in the United States to staff members of Venezuela's mission to the United Nations for their personal use
• Payment for goods or services provided to staff members of Venezuela's mission to the United Nations

Conditions

Goods or services must be for official mission business or personal use of staff members, their families, or household members, and not for resale. Transactions must not involve the purchase, sale, financing, or refinancing of real property. Transactions must not otherwise be prohibited by law. U.S. financial institutions must obtain specific licenses to operate accounts for or extend credit to Venezuela's UN mission. No transfers of property to the Government of Venezuela or other blocked persons (other than Venezuela's UN mission in the U.S.) are permitted. No debits to blocked accounts of the Government of Venezuela on the books of a U.S. financial institution are permitted.
