Summary

General License No. 24A authorizes all transactions involving the Government of Venezuela that are incident to the receipt and transmission of telecommunications, notwithstanding prohibitions under Executive Order 13884. It also authorizes common carriers to conduct transactions involving the Government of Venezuela incident to the receipt or transmission of mail and packages to, from, or within Venezuela. These authorizations apply only to Government of Venezuela persons blocked solely pursuant to E.O. 13884 and do not override other applicable sanctions regulations.

  • Receipt and transmission of telecommunications involving the Government of Venezuela
  • Common carrier receipt or transmission of mail and packages to, from, or within Venezuela involving the Government of Venezuela

Conditions

The license does not authorize any transaction otherwise prohibited by the Venezuela Sanctions Regulations (31 CFR part 591) or any other part of 31 CFR chapter V. It does not authorize transactions or dealings with any blocked person other than Government of Venezuela persons described in paragraphs (a) and (b). Exporters must still comply with requirements of other Federal agencies, including the Department of Commerce's Bureau of Industry and Security.
