Summary

This license authorizes all transactions ordinarily incident and necessary to the receipt or transmission of telecommunications involving Russia under the RuHSR. It also authorizes U.S. persons to export or supply internet-based communication services (e.g., email, social media, video conferencing, web hosting) to Russia, as well as related software, hardware, or technology, subject to EAR compliance. Certain entities and transaction types are explicitly carved out from authorization.

Authorized activities

  • Transactions incident to receipt or transmission of telecommunications involving Russia
  • Export/supply of internet-based communication services to Russia (instant messaging, chat and email, social networking, sharing of photos and movies, web browsing, blogging, social media platforms, collaboration platforms, video conferencing, e-gaming, e-learning platforms, automated translation, web maps, user authentication services, web hosting, domain name registration services)
  • Export/supply of software, hardware, or technology incident to the exchange of communications over the internet to Russia (subject to EAR conditions)

Conditions

Software, hardware, or technology exports must be licensed or authorized under the EAR (if subject to EAR) or would be eligible for a license exception under the EAR (if not subject to EAR). The license does not authorize: (1) opening/maintaining correspondent or payable-through accounts for entities subject to Directive 2 under E.O. 14024; (2) debits to accounts of the Central Bank of Russia, National Wealth Fund, or Ministry of Finance of Russia; (3) transactions prohibited by E.O. 14066 or E.O. 14068; or (4) transactions involving 13 specifically listed entities (e.g., Channel One Russia, NTV Broadcasting Company, Television Station Russia-1, Garantex Europe OU, Rossiya Segodnya, and others) unless separately authorized. Compliance with all other federal laws, including EAR licensing requirements, is also required.
