Summary

General License No. 26 authorizes two categories of medical services in the context of Venezuela sanctions. First, it authorizes the provision and receipt of nonscheduled emergency medical services that would otherwise be prohibited under the relevant Venezuela-related Executive Orders and regulations. Second, it authorizes the provision of medical services involving the Government of Venezuela that are prohibited by the Executive Order of August 5, 2019, subject to important limitations that prevent circumvention of other sanctions authorities.

Authorized activities

• Provision and receipt of nonscheduled emergency medical services otherwise prohibited by applicable Venezuela sanctions authorities
• Provision of medical services involving the Government of Venezuela prohibited by the Executive Order of August 5, 2019 (subject to limitations in paragraph (b)(2))

Conditions

The authorization for other medical services (paragraph (b)(1)) does not authorize any transaction or dealing otherwise prohibited by E.O. 13850, E.O. 13835, E.O. 13827, E.O. 13808, or E.O. 13692 (as amended by E.O. 13857), or any part of 31 C.F.R. chapter V, or any transactions or dealings with any blocked person other than Government of Venezuela persons blocked solely pursuant to the E.O. of August 5, 2019.
