Summary
OFAC is revoking General License No. 3, which was issued under the Weapons of Mass Destruction Proliferators Sanctions Regulations (31 C.F.R. Part 544). The license had previously authorized certain transactions related to the arrest, detention, and judicial sale of the MV First Ocean and MV Second Ocean. Effective March 28, 2011, those transactions are no longer authorized by OFAC. The two vessels remain on the List of Specially Designated Nationals and Blocked Persons and all prohibitions with respect to them remain in effect.
Conditions
The revocation is effective March 28, 2011. Any transactions previously authorized under General License No. 3 are no longer permitted. Parties seeking authorization for related transactions occurring after the revocation date must apply for a specific license from OFAC's Licensing Division.
