ActiveAuthorizing Certain Transactions Necessary to Port and Airport Operations
Summary
General License No. 30B authorizes transactions and activities involving the Government of Venezuela that are ordinarily incident and necessary to the operations or use of ports and airports in Venezuela, as otherwise prohibited by E.O. 13884. It also authorizes transactions involving the Instituto Nacional de los Espacios Acuaticos (INEA), or any entity in which INEA owns a 50 percent or greater interest, that are ordinarily incident and necessary to port and airport operations, as otherwise prohibited by E.O. 13850 (as amended by E.O. 13857). This license replaces and supersedes General License No. 30A in its entirety effective February 10, 2026.
Authorized activities
- Transactions and activities involving the Government of Venezuela ordinarily incident and necessary to operations or use of ports in Venezuela
- Transactions and activities involving the Government of Venezuela ordinarily incident and necessary to operations or use of airports in Venezuela
- Transactions and activities involving INEA ordinarily incident and necessary to operations or use of ports in Venezuela
- Transactions and activities involving INEA ordinarily incident and necessary to operations or use of airports in Venezuela
- Transactions and activities involving entities in which INEA owns directly or indirectly a 50 percent or greater interest that are ordinarily incident and necessary to port and airport operations in Venezuela
Conditions
This license does not authorize any transactions otherwise prohibited by the VSR or any other part of 31 CFR chapter V. It does not authorize transactions with any blocked person other than INEA or entities in which INEA owns a 50 percent or greater interest, or any Government of Venezuela person blocked solely pursuant to E.O. 13884, unless separately authorized. Exporters must still comply with requirements of other Federal agencies, including the Department of Commerce's Bureau of Industry and Security.
