Summary

General License No. 31 authorizes certain transactions related to intellectual property — including patents, trademarks, copyrights, and other forms of IP protection — in the United States or the Russian Federation that would otherwise be prohibited under the Russian Harmful Foreign Activities Sanctions Regulations (31 CFR part 587). Authorized activities include filing and prosecuting applications, receiving IP protection, renewing or maintaining IP protection, and filing or defending opposition or infringement proceedings. The license contains several exceptions that limit its scope, including prohibitions tied to specific Executive Orders and certain Russian sovereign financial institutions.

Authorized activities

• Filing and prosecution of any application to obtain a patent, trademark, copyright, or other form of intellectual property protection
• Receipt of a patent, trademark, copyright, or other form of intellectual property protection
• Renewal or maintenance of a patent, trademark, copyright, or other form of intellectual property protection
• Filing and prosecution of any opposition or infringement proceeding with respect to a patent, trademark, copyright, or other form of intellectual property protection, or the entrance of a defense to any such proceeding

Conditions

The license does not authorize: (1) opening or maintaining correspondent or payable-through accounts for foreign financial institutions subject to Directive 2 under E.O. 14024; (2) any debit to an account on the books of a U.S. financial institution of the Central Bank of the Russian Federation, the National Wealth Fund of the Russian Federation, or the Ministry of Finance of the Russian Federation; or (3) any transactions prohibited by E.O. 14066 or E.O. 14068.
