Summary

General License No. 31B authorizes U.S. persons to engage in all transactions otherwise prohibited by E.O. 13884 involving the IV Venezuelan National Assembly seated on January 5, 2016, its Delegated Commission, entities it established, and persons it appointed or designated, including their members and staff. It also authorizes transactions prohibited by E.O. 13850 (as amended by E.O. 13857) involving persons appointed or designated by the IV National Assembly to board of director or executive officer roles at Government of Venezuela entities. This license replaced and superseded General License No. 31A, dated January 4, 2021, effective January 9, 2023.

Authorized activities

• All transactions prohibited by E.O. 13884 involving the IV Venezuelan National Assembly seated on January 5, 2016
• All transactions prohibited by E.O. 13884 involving the IV National Assembly's Delegated Commission
• All transactions prohibited by E.O. 13884 involving any entity established by or under the direction of the IV National Assembly
• All transactions prohibited by E.O. 13884 involving any person appointed or designated by the IV National Assembly, its Delegated Commission, or a IV National Assembly Entity, including their members and staff
• All transactions prohibited by E.O. 13850 (as amended by E.O. 13857) involving persons appointed or designated by the IV National Assembly, its Delegated Commission, or a IV National Assembly Entity to the board of directors or as executive officers of Government of Venezuela entities

Conditions

The license does not authorize any transaction involving the Venezuelan National Constituent Assembly convened by Nicolas Maduro or the National Assembly seated on January 5, 2021, including their respective members and staff. It also does not authorize any transaction otherwise prohibited by the VSR, including transactions involving any person blocked pursuant to the VSR other than the persons specifically identified in paragraphs (a) or (b), unless separately authorized.
