Summary

General License No. 33, issued under the Executive Order of August 5, 2019 blocking property of the Government of Venezuela, authorizes U.S.-registered or U.S.-person-controlled aircraft to make overflight and emergency landing payments to the Government of Venezuela. It also permits persons subject to U.S. jurisdiction to engage in all transactions with the Government of Venezuela necessary to provide air ambulance and related medical services, including medical evacuation, for individuals in Venezuela.

Authorized activities

  • Receipt of and payment for overflight services involving the Government of Venezuela by U.S.-registered or U.S.-jurisdiction aircraft
  • Emergency landings in Venezuela by U.S.-registered or U.S.-jurisdiction aircraft, including associated payments to the Government of Venezuela
  • All transactions with the Government of Venezuela necessary to provide air ambulance services for individuals in Venezuela
  • All transactions with the Government of Venezuela necessary to provide related medical services for individuals in Venezuela
  • Medical evacuation from Venezuela for individuals in Venezuela

Conditions

This license does not authorize any transactions otherwise prohibited by the Executive Order of August 5, 2019, E.O. 13850, E.O. 13835, E.O. 13827, E.O. 13808, or E.O. 13692 (each as amended by E.O. 13857), or any part of 31 C.F.R. chapter V. It also does not authorize transactions or dealings with any blocked person other than the Government of Venezuela persons described in paragraphs (a) and (b) of the license.
