Summary
General License No. 40D authorizes all transactions ordinarily incident and necessary to the delivery and offloading of liquefied petroleum gas (LPG) in Venezuela involving the Government of Venezuela, PdVSA, or entities in which PdVSA owns 50 percent or greater interest. The authorization covers transactions otherwise prohibited by E.O. 13850, E.O. 13857, and E.O. 13884 as incorporated into the Venezuela Sanctions Regulations (31 CFR part 591). It is valid through 12:01 a.m. eastern daylight time on September 5, 2025, provided the LPG was loaded on a vessel on or before July 7, 2025. This license replaces and supersedes General License No. 40C dated July 8, 2024.

- Transactions ordinarily incident and necessary to LPG delivery and offloading involving the Government of Venezuela
- Transactions ordinarily incident and necessary to LPG delivery and offloading involving PdVSA
- Transactions ordinarily incident and necessary to LPG delivery and offloading involving entities in which PdVSA owns directly or indirectly a 50 percent or greater interest
Conditions
The LPG must have been loaded on a vessel on or before July 7, 2025. The license does not authorize any payment-in-kind of petroleum or petroleum products. It does not authorize transactions involving blocked persons other than PdVSA, entities in which PdVSA owns 50 percent or greater interest, or Government of Venezuela persons blocked solely pursuant to E.O. 13884. Compliance with other Federal agency requirements, including the Department of Commerce's Bureau of Industry and Security, remains required.
