ActiveAuthorizing Certain Repatriation Transactions Involving Consorcio Venezolano de Industrias Aeronáuticas y Servicios Aéreos, S.A.
Summary
General License No. 45B authorizes all transactions ordinarily incident and necessary to the repatriation of Venezuelan nationals from non-U.S. jurisdictions in the Western Hemisphere to Venezuela, involving Conviasa or any entity in which Conviasa owns a 50 percent or greater interest, that would otherwise be prohibited by E.O. 13850 (as amended by E.O. 13857) or E.O. 13884 as incorporated into the Venezuela Sanctions Regulations (31 CFR part 591). The authorization also covers maintenance and repair of aircraft used for such repatriation flights. This license replaced and superseded General License No. 45A effective February 29, 2024.
Authorized activities
- Transactions ordinarily incident and necessary to the repatriation of Venezuelan nationals from non-U.S. Western Hemisphere jurisdictions to Venezuela involving Conviasa
- Transactions involving entities in which Conviasa owns, directly or indirectly, a 50 percent or greater interest, for repatriation purposes
- Maintenance (including repair) of aircraft used for repatriation flights
Conditions
The license is limited exclusively to repatriation of Venezuelan nationals from non-U.S. jurisdictions in the Western Hemisphere to Venezuela. It does not authorize transactions involving any other person blocked pursuant to the VSR beyond those specified (Conviasa and its majority-owned subsidiaries, Government of Venezuela persons blocked solely under E.O. 13884, Banco Central de Venezuela, or Banco de Venezuela SA Banco Universal). Compliance with all other Federal laws and requirements, including export, reexport, and transfer licensing requirements under the Export Administration Regulations (15 CFR parts 730–774), is still required.
