Summary

General License 4A, issued under Executive Order 14404, authorizes transactions involving persons blocked pursuant to E.O. 14404 that are ordinarily incident and necessary to the official business of third-country diplomatic or consular missions located in Cuba. It also authorizes transactions necessary to process funds transfers and maintain accounts for personal expenditures of employees, grantees, contractors, and their family members residing with them at such missions. However, the license does not authorize the unblocking of any property or interests in property blocked under E.O. 14404. It replaces and supersedes General License 4, dated July 23, 2026, in its entirety.

Authorized activities

• Transactions ordinarily incident and necessary to the conduct of official business of third-country diplomatic or consular missions located in Cuba involving blocked persons
• Transactions ordinarily incident and necessary to processing of funds transfers for personal expenditures of employees, grantees, and contractors of third-country diplomatic or consular missions
• Transactions ordinarily incident and necessary to maintenance of accounts for personal expenditures of employees, grantees, and contractors of third-country diplomatic or consular missions
• Transactions for personal expenditures of persons who share a common dwelling as a family member of such employees, grantees, and contractors of third-country diplomatic or consular missions

Conditions

The license does not authorize the unblocking of any property or interests in property blocked pursuant to E.O. 14404. Both authorized provisions in paragraphs (a) and (b) are subject to the exception stated in paragraph (c).
