Summary

General License 4C authorizes transactions that are ordinarily incident and necessary to the exportation or reexportation of agricultural commodities, medicine, medical devices, replacement parts and components for medical devices, or software updates for medical devices to Venezuela, or to persons in third countries purchasing specifically for resale to Venezuela. It permits dealings in new debt otherwise prohibited by E.O. 13808, transactions involving specified Venezuelan banks prohibited by E.O. 13850, and transactions involving the Government of Venezuela prohibited by the E.O. of August 5, 2019. It does not authorize transactions with BANDES or Bandes Uruguay, nor does it unblock any blocked property except as specifically authorized.

Authorized activities

  • All transactions related to, the provision of financing for, and other dealings in new debt prohibited by E.O. 13808 (as amended by E.O. 13857) that are incident and necessary to covered exports
  • All transactions prohibited by E.O. 13850 (as amended by E.O. 13857) involving Banco de Venezuela, S.A. Banco Universal that are incident and necessary to covered exports
  • All transactions prohibited by E.O. 13850 (as amended by E.O. 13857) involving Banco Bicentenario del Pueblo, de la Clase Obrera, Mujer y Comunas, Banco Universal C.A. that are incident and necessary to covered exports
  • All transactions prohibited by E.O. 13850 (as amended by E.O. 13857) involving Banco Central de Venezuela that are incident and necessary to covered exports
  • All transactions prohibited by E.O. of August 5, 2019 involving the Government of Venezuela that are incident and necessary to covered exports
  • Exportation or reexportation of agricultural commodities to Venezuela or third-country purchasers for resale to Venezuela
  • Exportation or reexportation of medicine to Venezuela or third-country purchasers for resale to Venezuela
  • Exportation or reexportation of medical devices to Venezuela or third-country purchasers for resale to Venezuela
  • Exportation or reexportation of replacement parts and components for medical devices to Venezuela or third-country purchasers for resale to Venezuela
  • Exportation or reexportation of software updates for medical devices to Venezuela or third-country purchasers for resale to Venezuela

Conditions

Transactions must be ordinarily incident and necessary to the covered exportation or reexportation. The license does not authorize any transactions or dealings with BANDES or Bandes Uruguay S.A.; does not authorize the unblocking of any property blocked pursuant to E.O. of August 5, 2019 or E.O. 13850 except as authorized by paragraph (a); does not authorize any transaction otherwise prohibited by the listed Executive Orders or 31 C.F.R. chapter V; and does not authorize dealings with any blocked person other than those described in paragraphs (a)(2)-(3). Exporters must still comply with requirements of other Federal agencies, including the Department of Commerce's Bureau of Industry and Security. The authorization in paragraph (a)(3) covers only Government of Venezuela persons blocked solely pursuant to E.O. of August 5, 2019.
