ActiveAuthorizing Certain Services Related to Sakhalin-2
Summary
General License No. 55F authorizes transactions related to the maritime transport of crude oil originating from the Sakhalin-2 project, but only when that crude oil is solely for importation into Japan. It also authorizes transactions involving Gazprombank and its majority-owned entities, including Sakhalin Energy LLC, that are related to the Sakhalin-2 project. Additionally, it authorizes petroleum services transactions related to the Sakhalin-2 project that would otherwise be prohibited by the January 10, 2025 determination under E.O. 14071. All authorizations run through 12:01 a.m. eastern standard time, December 18, 2026.
Authorized activities
- Maritime transport of crude oil originating from the Sakhalin-2 project, solely for importation into Japan
- Transactions involving Gazprombank Joint Stock Company related to the Sakhalin-2 project
- Transactions involving entities in which Gazprombank owns 50 percent or greater interest, related to the Sakhalin-2 project
- Transactions involving Sakhalin Energy LLC related to the Sakhalin-2 project
- Petroleum services transactions related to the Sakhalin-2 project prohibited by the January 10, 2025 determination under E.O. 14071
Conditions
Sakhalin-2 crude oil maritime transport is authorized only if the product is solely for importation into Japan. The license does not authorize transactions prohibited by Directive 2 under E.O. 14024 (correspondent or payable-through accounts), Directive 4 under E.O. 14024 (transactions involving the Central Bank of the Russian Federation, the National Wealth Fund, or the Ministry of Finance of the Russian Federation), or any other transactions prohibited by the RuHSR involving blocked persons other than those described in paragraph (b), unless separately authorized.
