Summary

General License No. 55F authorizes transactions related to the Sakhalin-2 project that would otherwise be prohibited under E.O. 14071 (maritime transport of crude oil and petroleum services determinations) and E.O. 14024 (involving Gazprombank and its subsidiaries, including Sakhalin Energy LLC), through December 18, 2026. Maritime transport authorizations under paragraph (a) are conditioned on the Sakhalin-2 byproduct being solely for importation into Japan. This license replaces and supersedes General License No. 55E, dated December 17, 2025, in its entirety.

Authorized activities

• Transactions related to the maritime transport of crude oil originating from the Sakhalin-2 project, provided the Sakhalin-2 byproduct is solely for importation into Japan
• Transactions prohibited by E.O. 14024 involving Gazprombank Joint Stock Company or any entity in which Gazprombank owns, directly or indirectly, a 50 percent or greater interest, related to the Sakhalin-2 project, including transactions involving Sakhalin Energy LLC
• Transactions prohibited by the determination of January 10, 2025 pursuant to section 1(a)(ii) of E.O. 14071 ('Prohibition on Petroleum Services') related to the Sakhalin-2 project

Conditions

Authorizations are subject to several exclusions: transactions prohibited by Directive 2 under E.O. 14024 (correspondent or payable-through accounts), Directive 4 under E.O. 14024 (Central Bank of the Russian Federation, National Wealth Fund, and Ministry of Finance of the Russian Federation), and any transactions otherwise prohibited by the RuHSR involving blocked persons other than those described in paragraph (b), are not authorized. Additionally, maritime transport authorizations under paragraph (a) apply only where the Sakhalin-2 byproduct is solely for importation into Japan.
