Summary

General License No. 59 authorizes U.S. persons and entities to provide goods, technology, software, and services to Conviasa and its majority-owned subsidiaries for the maintenance, repair, upgrade, refurbishment, improvement, safety, or airworthiness of aircraft in which Conviasa or a Conviasa Entity has an interest. It also authorizes related transactions involving the Government of Venezuela that are ordinarily incident and necessary to those aircraft servicing activities. The license covers a broad range of supporting activities including payment processing, shipping, logistics, customs clearance, parts supply, installation, testing, technical support, and software updates.

Authorized activities

  • Processing of payments related to aircraft maintenance and repair
  • Arranging shipping, logistics, customs clearance, and delivery services
  • Sale, supply, installation, inspection, testing, maintenance, repair, replacement, refurbishment, upgrade, or improvement of aircraft parts, components, equipment, software, and technology
  • Software updates for aircraft systems
  • Technical support related to aircraft airworthiness
  • Other services related to maintenance, repair, upgrade, refurbishment, improvement, safety, or airworthiness of Conviasa aircraft
  • Transactions involving the Government of Venezuela ordinarily incident and necessary to the authorized aircraft servicing activities

Conditions

The license does not authorize: payment terms that are not commercially reasonable, involve debt swaps, payments in gold, or are denominated in Venezuelan government-issued digital currency (including the petro); any transaction involving persons located in or organized under the laws of Russia, Iran, North Korea, or Cuba, or entities owned/controlled by or in a joint venture with such persons; any transaction involving a Venezuelan or U.S. entity owned/controlled by or in a joint venture with a person organized under the laws of the People's Republic of China; the unblocking of any blocked property under the VSR; any transaction involving military or intelligence operations or activities; or any other transactions otherwise prohibited by the VSR unless separately authorized. Compliance with other Federal agency requirements, including Commerce's Bureau of Industry and Security, is still required.
