Summary

General License No. 5X, issued by OFAC under the Venezuela Sanctions Regulations (31 CFR Part 591), authorizes all transactions related to, the provision of financing for, and other dealings in the Petróleos de Venezuela, S.A. 2020 8.5 Percent Bond that would otherwise be prohibited by subsection 1(a)(iii) of Executive Order 13835, as amended by E.O. 13857. The authorization takes effect on or after August 4, 2026. It replaces and supersedes General License No. 5W, dated May 4, 2026, effective June 18, 2026.

• Transactions related to the Petróleos de Venezuela, S.A. 2020 8.5 Percent Bond
• Provision of financing for the Petróleos de Venezuela, S.A. 2020 8.5 Percent Bond
• Other dealings in the Petróleos de Venezuela, S.A. 2020 8.5 Percent Bond

Conditions

This general license does not authorize any transactions or activities otherwise prohibited by the Venezuela Sanctions Regulations (31 CFR Part 591) or any other part of 31 CFR Chapter V. Authorized transactions are only permitted on or after August 4, 2026.
