Summary

General License No. 64 authorizes transactions prohibited by E.O. 14024 that involve Joint-Stock Company Kommersant, or any entity in which it holds a 50 percent or greater interest (directly or indirectly), so long as those transactions are ordinarily incident and necessary to the operations of the newspaper Kommersant. The authorization is subject to several carve-outs, including transactions prohibited by Directives 2 and 4 under E.O. 14024, and any transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations (RuHSR) that are not separately authorized.

Authorized activities

• Transactions ordinarily incident and necessary to the operations of the newspaper Kommersant involving Joint-Stock Company Kommersant
• Transactions ordinarily incident and necessary to the operations of the newspaper Kommersant involving any entity in which Joint-Stock Company Kommersant owns, directly or indirectly, a 50 percent or greater interest

Conditions

The license does not authorize: (1) transactions prohibited by Directive 2 under E.O. 14024 (correspondent or payable-through accounts and processing of transactions involving certain foreign financial institutions); (2) transactions prohibited by Directive 4 under E.O. 14024 (transactions involving the Central Bank of the Russian Federation, the National Wealth Fund of the Russian Federation, and the Ministry of Finance of the Russian Federation); or (3) any transactions otherwise prohibited by the RuHSR, including those involving any blocked person other than the blocked persons described in paragraph (a), unless separately authorized.
