Summary
General License No. 7B authorized all transactions and activities prohibited by E.O. 13850, as amended by E.O. 13857, with respect to PDV Holding, Inc. (PDVH), CITGO Holding, Inc., and any of their subsidiaries, where the only PdVSA entities involved were PDVH, CITGO Holding, Inc., or their subsidiaries. That authorization renewed automatically each month for rolling 18-month periods. It also authorized PDVH, CITGO Holding, Inc., and their subsidiaries to purchase and import petroleum and petroleum products from PdVSA and its 50%-or-more-owned entities through 12:01 a.m. EDT, April 28, 2019. It replaced General License No. 7A effective June 6, 2019, and was itself replaced by General License No. 7C on August 5, 2019. Text as published at 86 FR 58016.
Authorized activities
- All transactions and activities prohibited by E.O. 13850, as amended by E.O. 13857, with respect to PDVH, CITGO Holding, Inc., and any of their subsidiaries, where the only PdVSA entities involved are PDVH, CITGO Holding, Inc., or their subsidiaries
- Transactions and activities by PDVH, CITGO Holding, Inc., and their subsidiaries ordinarily incident and necessary to the purchase and importation of petroleum and petroleum products from PdVSA and any entity in which PdVSA owns, directly or indirectly, a 50 percent or greater interest (valid through 12:01 a.m. eastern daylight time, April 28, 2019)
Conditions
Any payment to or for the direct or indirect benefit of a blocked person other than PDVH, CITGO Holding, Inc., and their subsidiaries that is ordinarily incident and necessary to the authorized transactions must be made into a blocked, interest-bearing account in the United States per 31 CFR 591.203. The license does not authorize: exportation or reexportation of goods, services, or technology by U.S. persons or from the United States to PdVSA or its 50%-or-more-owned entities (other than PDVH, CITGO Holding, Inc., or their subsidiaries) or to any other blocked person; transactions related to the exportation or reexportation of diluents to Venezuela; any transaction otherwise prohibited by E.O. 13850, 13835, 13827, 13808, or 13692 (each as amended by E.O. 13857) or 31 CFR chapter V; or the unblocking of any property blocked under 31 CFR chapter V except as authorized by paragraphs (a) or (b).
