Summary

General License AA, issued under Executive Order 13902, authorizes transactions that are ordinarily incident and necessary to wind down any transaction, or to maintain operations, contracts, or other agreements involving La Nivernaise De Raffinage SAS (LNR) or any entity in which LNR holds a 50 percent or greater interest. The authorization covers transactions that would otherwise be prohibited by E.O. 13902 and was issued by OFAC on August 24, 2026. The license expires at 12:01 a.m. eastern daylight time on October 23, 2026.

Authorized activities

• Wind down of any transaction involving LNR or any entity in which LNR owns 50% or greater interest
• Maintenance of operations involving LNR or any entity in which LNR owns 50% or greater interest
• Maintenance of contracts in effect as of August 24, 2026 involving LNR or any entity in which LNR owns 50% or greater interest
• Maintenance of other agreements in effect as of August 24, 2026 involving LNR or any entity in which LNR owns 50% or greater interest

Conditions

The license does not authorize transactions involving any person blocked pursuant to E.O. 13902 other than LNR and entities in which LNR owns, directly or indirectly, a 50 percent or greater interest, unless separately authorized.
