Summary

General License BB authorizes transactions otherwise prohibited by the Iranian Transactions and Sanctions Regulations (31 CFR part 560) that are ordinarily incident and necessary to wind down transactions previously authorized under five specific general licenses. The authorization is time-limited, expiring at 12:01 a.m. eastern daylight time on September 8, 2026. Any payment to a blocked person must be made into a blocked interest-bearing account located in the United States. The license does not extend to any other transactions or activities prohibited by the ITSR or other Executive orders.

Authorized activities

• Wind down of transactions previously authorized under 31 CFR § 560.544 (Certain educational activities by U.S. persons in third countries authorized)
• Wind down of transactions previously authorized under 31 CFR § 560.550 (Certain noncommercial, personal remittances to or from Iran authorized)
• Wind down of transactions previously authorized under 31 CFR § 560.554 (Importation and exportation of services related to conferences in the United States or third countries authorized)
• Wind down of transactions previously authorized under Iran General License F (Authorizing certain services in support of professional and amateur sports activities and exchanges involving the United States and Iran)
• Wind down of transactions previously authorized under Iran General License G (Certain academic exchanges and the exportation or importation of certain educational services authorized)

Conditions

Any payment to a blocked person must be made into a blocked interest-bearing account located in the United States in accordance with the ITSR. The license does not authorize any other transactions or activities prohibited by the ITSR, any other Executive order, or any other part of 31 CFR chapter V, unless separately authorized.
