GL-DD

Summary

General License DD authorizes transactions otherwise prohibited by the Iranian Transactions and Sanctions Regulations (31 CFR Part 560) that are ordinarily incident and necessary to wind down transactions previously authorized under three specific general licenses related to civil aviation and overflight activities involving Iran. The authorization applies through 12:01 a.m. eastern daylight time, September 23, 2026. Any payments to a blocked person must be made into a blocked, interest-bearing account located in the United States in accordance with the ITSR.

Authorized activities

• Wind down of transactions previously authorized under 31 CFR § 560.522 ('Allowable payments for overflights of Iranian airspace')
• Wind down of transactions previously authorized under 31 CFR § 560.529 ('Bunkering and emergency repairs')
• Wind down of transactions previously authorized under Iran General License J-1 ('Authorizing the reexportation of certain civil aircraft to Iran on temporary sojourn and related transactions')

Conditions

Any payment to a blocked person must be made into a blocked, interest-bearing account located in the United States in accordance with the ITSR. The license does not authorize any other transactions or activities prohibited by any other Executive order or by any other part of 31 CFR chapter V, unless separately authorized.
