Summary

General License S authorizes transactions otherwise prohibited by Executive Order 13902 that are ordinarily incident and necessary to limited safety, environmental, and cargo-offloading activities involving specific blocked vessels and blocked persons listed in the Annex (and entities 50% or more owned by those blocked persons). Covered activities include safe docking and anchoring, preservation of crew health and safety, emergency repairs, environmental mitigation, and delivery and offloading of non-Iranian-origin cargo loaded on or before December 18, 2025. The authorization also encompasses related services such as vessel management, crewing, bunkering, piloting, registration, flagging, insurance, classification, and salvage. All authorized activities are time-limited and exclude ports in Iran, Russia, and Venezuela.

Authorized activities

• Safe docking and anchoring of Blocked Vessels in any port, excluding ports in Iran, the Russian Federation, or Venezuela, or ports under the control of those governments
• Preservation of the health or safety of the crew of any of the Blocked Vessels
• Emergency repairs of any of the Blocked Vessels or environmental mitigation or protection activities relating to any of the Blocked Vessels
• Delivery and offloading of non-Iranian-origin cargo involving the Blocked Vessels, where cargo was loaded on or before December 18, 2025, and offloading does not occur at ports in Iran, the Russian Federation, or Venezuela, or ports under control of those governments
• Related services such as vessel management, crewing, bunkering, piloting, registration, flagging, insurance, classification, and salvage

Conditions

Payments to a blocked person must be made into a blocked interest-bearing account located in the United States. The license does not authorize entry into any new commercial contracts involving the property or interests in property of any blocked persons (except as authorized by paragraph (a)), nor any transactions prohibited by E.O. 13902 beyond those specified, nor any transaction prohibited by any other E.O. or 31 CFR chapter V, including transactions involving Iran, the Government of Iran, or Iranian-origin goods or services prohibited by the Iranian Transactions and Sanctions Regulations (31 CFR part 560). Cargo offloaded must not be of Iranian-origin and must have been loaded on or before December 18, 2025. Docking, anchoring, and cargo offloading must not occur at ports in Iran, Russia, or Venezuela, or ports controlled by those governments.
