Summary

Effective July 7, 2026, General License X1 revokes General License X, dated June 21, 2026, and supersedes it in its entirety. It authorizes all transactions prohibited by the authorities it lists (31 CFR parts 560, 587, 589, 544, 561, 562 and 594, and E.O.s 13846, 13876, 13902 and 13949) that are ordinarily incident and necessary to the wind down of transactions previously authorized by General License X, through 12:01 a.m. eastern daylight time, July 17, 2026.

Conditions

Any payment to a blocked person must be made into a blocked, interest-bearing account located in the United States. Except to the extent ordinarily incident and necessary to winding down transactions previously authorized by General License X, the license does not authorize any new transactions, including purchases or loading of Iranian-origin crude oil, petrochemical products, or petroleum products on or after July 7, 2026. It does not authorize: (1) any transaction involving a person located in or organized under the laws of the Democratic People's Republic of Korea, the Republic of Cuba, the Covered Regions of Ukraine (E.O. 14065), or the Crimea Region of Ukraine (E.O. 13685), or any entity owned or controlled by or in a joint venture with such persons; or (2) any other transactions or activities prohibited by any other Executive order or by any part of 31 CFR chapter V not referenced in it.
