Summary

This license authorizes all transactions otherwise prohibited by Executive Order 14098 when they are conducted for the official business of specified international organizations and entities, including development banks, humanitarian organizations, and regional bodies. The authorization extends to employees, grantees, and contractors of those entities. However, funds transfers where the intended beneficiary is a blocked person are not authorized, with limited exceptions for taxes, fees, import duties, permits, licenses, or public utility services.

Authorized activities

• Official business of ICSID and MIGA by their employees, grantees, or contractors
• Official business of the African Development Bank Group, Asian Development Bank, European Bank for Reconstruction and Development, and IDB Group (including fund entities administered or established by any of the foregoing) by their employees, grantees, or contractors
• Official business of the International Committee of the Red Cross and the International Federation of Red Cross and Red Crescent Societies by their employees, grantees, or contractors
• Official business of the Global Fund to Fight AIDS, Tuberculosis, and Malaria, and Gavi, the Vaccine Alliance by their employees, grantees, or contractors
• Official business of the African Union (including the African Union Commission and other subsidiary bodies and organs) by their employees, grantees, or contractors
• Official business of the Intergovernmental Authority on Development (IGAD) by their employees, grantees, or contractors

Conditions

The license does not authorize funds transfers initiated or processed with knowledge or reason to know that the intended beneficiary is a person blocked pursuant to E.O. 14098, except for the purpose of paying taxes, fees, import duties, or purchasing/receiving permits, licenses, or public utility services.
