Summary
General License 1 under E.O. 13894 authorized all transactions and activities prohibited by Sections 1, 2, and 3 of E.O. 13894 of October 14, 2019 that are for the conduct of the official business of the United States Government by employees, grantees, or contractors thereof. Effective December 21, 2022, the authorization is incorporated into the Syria-Related Sanctions Regulations at 31 CFR 569.509 (87 FR 78470); part 569 is now the Promoting Accountability for Assad and Regional Stabilization Sanctions Regulations (E.O. 14312). Authorized activities
- Transactions and activities prohibited by Sections 1, 2, and 3 of E.O. 13894 that are for the conduct of the official business of the United States Government by employees, grantees, or contractors thereof
Conditions
Does not authorize any transaction or activity prohibited by any other Executive Order or any part of 31 CFR chapter V. Inactive as a web general license because its authorization is incorporated into 31 CFR 569.509; this is not tied to the July 1, 2025 termination of the separate Syria Sanctions Regulations (31 CFR part 542).
