Summary

General License No. 21 authorizes transactions ordinarily incident and necessary to the transfer of noncommercial, personal remittances to or from the Covered Regions (DNR, LNR, or other regions as determined by the Secretary of the Treasury), or for or on behalf of individuals ordinarily resident there. It also authorizes transactions necessary to maintaining, operating, or closing accounts of individuals ordinarily resident in the Covered Regions, subject to specified conditions. Transfers involving blocked persons or commercial/business purposes are not covered.

Authorized activities

  • Transfer of noncommercial, personal remittances to or from the Covered Regions (DNR, LNR, or other designated regions of Ukraine)
  • Transfer of noncommercial, personal remittances for or on behalf of an individual ordinarily resident in the Covered Regions
  • Maintaining, operating, or closing an account of an individual ordinarily resident in the Covered Regions (excluding blocked persons), where transactions are personal in nature and do not involve unauthorized transfers to the Covered Regions

Conditions

Remittance transfers must not be by, to, or through any blocked person. Noncommercial personal remittances exclude charitable donations to entities and funds transfers for supporting or operating a business (including family-owned businesses). Account transactions must be of a personal nature and not for the benefit of any entity or business, and must not involve transfers directly or indirectly to the Covered Regions or for the benefit of residents there unless authorized by paragraph (a)(1). Transferring institutions may rely on the originator for compliance provided they have no reason to know of non-compliance.
