Limitations

Does NOT apply where the President has determined (by Executive Order / regulation) that such donations (A) would seriously impair the ability to deal with the national emergency, (B) are in response to coercion against the donor or recipient, or (C) would endanger U.S. Armed Forces. Many programs invoke this carve-out, so donations are frequently narrowed or removed — confirm in the specific program's regulations. Does not cover donations to blocked persons. IEEPA-based; does not reach Cuba (TWEA), where humanitarian trade runs through TSRA licensing / the CACR.
