Limitations
Limited to the communication itself. The moment anything of value (funds, goods, or services) is transferred, the transaction falls outside the exemption and the program's prohibitions apply. IEEPA-based; does not reach Cuba (TWEA), where communications are addressed by the CACR / general licenses.
