Covers transactions ordinarily incident to travel only — not commercial dealings beyond personal needs. IEEPA-based; does NOT reach Cuba (TWEA): Cuba travel is not statutorily exempt and is permitted only within the authorized categories of the Cuban Assets Control Regulations (31 CFR Part 515).
