Summary
General License 131E authorizes transactions prohibited by E.O. 14024 that are ordinarily incident and necessary to the negotiation of and entry into contingent contracts with Lukoil or its affiliates for the sale, disposition, or transfer of Lukoil International GmbH (LIG) and any entity in which LIG holds a 50 percent or greater interest. It also authorizes transactions necessary for the maintenance or wind down of operations, contracts, or other agreements of LIG Entities. Blocked accounts of LIG Entities may be used, debited, or credited for authorized maintenance and wind-down transactions. This license supersedes General License No. 131D dated March 30, 2026.
Authorized activities
- Negotiation of contracts with Lukoil or its affiliates for the sale, disposition, or transfer of LIG Entities
- Entry into contingent contracts for the sale, disposition, or transfer of LIG Entities
- Maintenance of operations, contracts, or other agreements of LIG Entities
- Wind down of operations, contracts, or other agreements of LIG Entities
- Use, debiting, or crediting of blocked accounts of LIG Entities for authorized maintenance and wind-down transactions
Conditions
Any contract negotiated or entered into under paragraph (a) must be made expressly contingent upon receipt of separate OFAC authorization before performance. The license does not authorize: unblocking of any blocked property (except use of LIG Entity blocked accounts for maintenance/wind-down); transactions involving persons blocked under the RuHSR other than LIG Entities, unless separately authorized; or transfer of funds to any person or account located in the Russian Federation.
