Summary

General License No. 5W authorizes all transactions related to, the provision of financing for, and other dealings in the Petróleos de Venezuela, S.A. 2020 8.5 Percent Bond that would otherwise be prohibited by subsection 1(a)(iii) of Executive Order 13835, as amended by E.O. 13857, on or after June 19, 2026. It supersedes and replaces General License No. 5V dated March 19, 2026, effective May 4, 2026. The authorization is limited to the specific bond identified and does not extend to other transactions prohibited under the Venezuela Sanctions Regulations or 31 CFR chapter V.

• Provision of financing for the Petróleos de Venezuela, S.A. 2020 8.5 Percent Bond
• Other dealings in the Petróleos de Venezuela, S.A. 2020 8.5 Percent Bond

Conditions

This general license does not authorize any transactions or activities otherwise prohibited by the Venezuela Sanctions Regulations (31 CFR part 591) or any other part of 31 CFR chapter V. Authorized transactions related to the PDVSA 2020 8.5 Percent Bond are only permitted on or after June 19, 2026.
